Regeneration: The Miracle of the New Birth
Being born again is not a decision program, a church ritual, or moral self-improvement. It is a supernatural work of God in the human soul.

What Is Regeneration?
Regeneration is the act of God by which the spiritually dead are made spiritually alive. The human soul — separated from God by sin — cannot repair itself, reform itself, or talk itself back to life. God must act. And God does act, through the person and work of the Holy Spirit, when a soul responds to the Gospel with repentance and faith.
Regeneration is not an emotional high. It is not a moment of excitement in a church service. It is not a verbal formula. It is the sovereign, saving work of God producing new life in a soul that was dead in trespasses and sins.
Titus 3:5 KJV
"Not by works of righteousness which we have done, but according to his mercy he saved us, by the washing of regeneration, and renewing of the Holy Ghost."
Paul makes clear that regeneration — the washing, the renewing — is God's work, not human effort or religious performance.

God spoke this promise to Israel as a picture of what He would do in the new covenant — removing the old, hardened heart and replacing it with a heart capable of receiving and obeying Him.

"That which is born of the flesh is flesh; and that which is born of the Spirit is spirit."
